3月19-21日，亚太旅游协会（PATA）首席执行官格雷格·达菲尔参加了于海南三亚举办的以“后金融危机时期旅游文化产业的变革”为主题的首届博鳌国际旅游论坛。在20日下午由国家旅游局局长邵琪伟主持召开的“海南旅游宣言圆桌会”上，与会嘉宾和代表一致审议并通过了《2010海南旅游宣言》。
《宣言》指出： 一、在联合国世界旅游组织、世界旅游业理事会、亚太旅游协会的指导下和各国政府的支持下，本着平等、互利、合作、共赢的原则，将“博鳌国际旅游论坛”培育成国际会展品牌，为加强业界经验交流，传播旅游文化，特别是加强旅游目的地之间、各国政府之间和企业之间多层次、多渠道的沟通和对话做出应有的贡献。 二、在后金融危机时期背景下，加快发展旅游业具有特殊重要的意义，与会代表注意到，中国政府高度重视旅游业在经济发展中的重要作用，采取了一系列促进旅游业发展的政策和措施，表明了中国政府将旅游业作为战略性支柱产业发展的决心，与会各国和地区愿意共同研究促进旅游业的相关政策和措施，采取切实措施把旅游业作为支柱产业加快发展，为旅游业的发展创造良好的环境和条件，共同促进世界经济的持久繁荣和稳定。 三、鉴于旅游业具有敏感性这一特点，应建立世界旅游业界的合作和发展机制，共同应对自然灾害、疾病疫情以及经济危机等各种突发事件对旅游业带来的负面影响，使国际旅游业界的合作平台机制化、渠道稳定化、成果实质化。 四、在联合国世界旅游组织、世界旅游业理事会、亚太旅游协会和中国国家旅游局的帮助和指导下，海南省人民政府将担负起东道主的职责，继续长期办好博鳌国际旅游论坛，为论坛召开提供良好的办会条件和优质的服务，欢迎世界各国和各地区在自愿的基础上积极参与论坛的举办。 同时，与会者一致认为，“博鳌国际旅游论坛”是一次及时而又富有成效的国际旅游文化高端峰会，并一致希望本论坛能够继续举办。
